Run your sampling as you do now, in field or in pack, and attach a cashback offer to it. The sample creates the trial; the offer gives a clear reason to go and buy the full product.

2: They buy at full price

The shopper buys the product at full price in any retailer, then uploads the receipt to claim their cashback. Your shelf price stays intact, and you only reward people who actually purchase.
